Incumbent President Paul Kagame, the Chairman and flagbearer of RPF-Inkotanyi and allied parties, launched his re-election campaign with a promise of inclusive development that leaves no one behind. The campaign kick-off event was held on Saturday, June 22, at the University of Rwanda's campus in Busogo, Musanze District, drawing thousands from Musanze, Burera, Gicumbi, Nyabihu, and Rulindo districts.

Campaign Kick-Off

Residents from Musanze and neighboring districts began their journey to the campaign site in the early hours of June 22, filling the air with cheerful campaign songs by Rwandan artists. The RPF-led coalition, comprising eight parties, will traverse 19 venues over a three-week campaign trail, canvassing for votes ahead of the presidential and parliamentary elections scheduled for July 14-15.

Historical Context and Development Vision

Addressing the enthusiastic crowd, Kagame reflected on Rwanda's tumultuous history, highlighting the nation's struggle since colonial times and its transformation over the past 30 years. He emphasized the RPF's ideological commitment to enhancing the livelihoods of all Rwandans.

'This derives from the need to change the course of our history and transform livelihoods. In simple words, RPF is that history, the zeal to change it, and our uniqueness,' Kagame stated. He underscored that the people are the agents of this historical change, stressing the importance of collective effort in achieving development goals.

Democracy and Leadership

Kagame addressed the concept of democracy, often seen as controversial due to varying perspectives. For Rwandans, he said, democracy is about having the freedom to choose what works best for them. He argued that this choice and freedom are fundamental, and no external entity has the right to dictate Rwanda's democratic practices.

'There is nothing good as being a Rwandan and, to top it all, there is nothing better than being your leader because it is easy being so,' Kagame remarked, attributing his ease in leadership to the supportive and collaborative nature of Rwandan citizens. This partnership, he noted, is crucial in overcoming challenges and fulfilling responsibilities.

Call to Action for Upcoming Elections

Looking ahead to the upcoming elections, Kagame urged party members and allied groups to remain steadfast in their support. He highlighted the mutual responsibility shared between leaders and citizens in achieving development objectives.

'Every responsibility you gave me over the past years, you've helped me in fulfilling them and whatever is pending we have a shared responsibility in it. We have an agreement of meeting our development obligations ahead,' Kagame said.

He encouraged Rwandans to view their votes as a reaffirmation of their commitment to development, unity, and collaborative action. 'Once the elections are over, the goal is to go back to actions, doing what we are supposed to do collaboratively and promoting unity among Rwandans. And development shall follow as guaranteed,' he concluded.

Electoral Context

In the 2017 elections, the RPF garnered significant support in Musanze District, securing 16,350 votes, equivalent to 98.84 percent of the electorate. Under the revised constitution, which transitioned from a seven-year to a five-year presidential cycle, Kagame is contesting against two challengers: Frank Habineza of the Democratic Green Party of Rwanda and Philippe Mpayimana, an independent candidate.
